Security, Strength, Solidarity, Capabilities

The paper analyses the evolution of the use of force in crisis resolution considering the influence of this process on the reform of the Bulgarian Security Sector. Tendencies in the international environment are described and their influence on the formulation and implementation of security policy based on experience of the operations in Bosnia, Kosovo, Macedonia, Afghanistan and Iraq are highlighted. The role of real operations is considered in the context of the transition from an "Eastern" to a "Western" model in Bulgaria. Prospects - near term and long term - are assessed in the light of two main scenarios of security sector reform on the national scale while taking into account the influence of changes in NATO and the EU. This is a basis on which to formulate the Bulgarian agenda and to define integration as a key principle and criterion for success. In conclusion, the main instruments for the implementation of the integration project are highlighted within the framework of the global transition process to a new security system.
